I just don't understand how something like that can seem obvious but that isn't also something that would compromise him. Watch any decent spy show and that is exactly the method you use to turn people. Evidence of some wrongdoing that carries a hefty penalty is more often than not the blackmail material...
It seems a disjoint. They believe he's immoral. That he's probably got some skeletons.
But only up to a certain point. Then they recoil and attack.
