My problem with your theory is that although China has a population way more than its share, but who are these people not tied to the government and living the average Chinese life? Most are uninformed, disconnected from any social order, and see famine as more of a threat to them than government politics.
China has a geography issue. Most all of its land mass is too elevated to sustain life. The population is basically stuck at lower altitudes, therefore China is really a much smaller country than people think.
