I'm pretty sure they are not lying
The Obama administration released the official figures on the number of people who signed up through the exchanges in October. The good news is the Wall Street Journal was wrong with its figure of 50,000. The bad news is the correct number is 27,000.

I'm pretty sure that number is fairly high. That number includes people who have put a policy in their HealthCare.gov shopping cart, but have not finalized the enrollment process there. It also includes anyone who changed his mind before completing the deal with the insurance company, which the government says it cannot verify.
That number is the absolute maximum possible in a perfect world. Lord knows ObamaCare does not operate in that world.

You can do better than this Most (although I think you were attempting some self-deprecating humor, which I appreciate).
Here's the spin: the states with exchanges have signed up roughly 79k,** a much higher per capita success rate than the federal exchange. Once the federal exchange technology "glitches" are worked out, federal sign ups will zoom higher!!!

But roughly three quarters of those enrollees came through the state-run exchanges in 14 states and the District of Columbia, which typically have experienced fewer technological problems. What will that number drop to when it's time to pay up? This is the number of those who have signed up, not those that have bought policies.

It looks like those numbers might actually be quite low, at least according to some inside information from a reliable source:

The number is 106,185 (see page 11 of the linked reported), not the 500,000 Pelosi claims. Actually, she's just being disingenuous -- she's including the increase in Medicaid-covered lives. Realize in some states the Medicaid expansion is done through auto-enrollment, meaning a state enrolls an individual without the individual doing a thing --- and it's FREE (well for the recipient, not the taxpayer).

If you mean that not all of those have paid yet, probably true but insignificant. Payment is not due until December. Why tie up your money before you have to.
