Friendly wise it's tough to say, but I had some good experiences in Chester and Québec City. Vincennes had the best food by far (it's French, what do you expect?)
Most interesting experience was in Montréal where the track has absolutely no fencing. You could easily walk from the subway station, across a highway, to the track, ON TO the dirt track itself, and into the grandstand without being met with a single obstacle. The other one was the flat track at Sandown Park (UK) just outside London. Coming from the train station, you pass by the turnstiles then enter the track. Literally. You have to cross the actual course in order to reach the stands; you have to look both ways when crossing to make sure that no horses are coming at you. I always thought that I went to the track to hit on the horses, now they had their opportunity at revenge.

Nicest place to watch a harness race - Meadowlands (just has that feel and great horses)
Nicest people/friendliest - Colonial Downs. They take that Southern hospitality thing even to the track.
Biggest Dump - The Meadows.. I was there about 6 years ago, just a dump, period.
Cleanest track - Woodbine. Nice atmosphere, but bring your binoculars to watch the harness races

Well, now that they have torn down the grandstand and are rebuilding (for slots of course,) you might get a second chance at changing your opinion.
And as far as Woodbine goes...well, Toronto is known for its cleanliness.

I said it's known for its cleanliness, not its white trash.
For white trash, go to Ottawa.
