It happens and has happened more than a few times before
I'm afraid to say it was probably a result of huge adrenaline rush

This guy, and ALL others like him, should just COOPERATE with the cops; stop resisting arrest and fight it out in court. Then, NO ONE would die, accidentally or otherwise.
The cops are clearly being purposely provoked, in too many instances. Play Russian roulette and the consequences are on YOU! Boo-hoo-hoo!!

Kevlar or steel? Is a good one, although my eyes are as not as sharp as my younger years the connection to my thought process is solid.

Hindsight is 20/20 but given the current state of things in MN they should not have tried to stop him, they could get him at home and add an extra charge.

I think Ralph is spot on "adrenaline rush", shooting the tire and having a commanding order might have had a much different result.

I think Ralph is right also, but even if she could have shot out a tire, he still would have tried to drive off and would have been a hazard on the highway. Shooting out tires happens on TV, although I did have a cousin who shot out his brother's tire as he was driving away because he felt he was a danger. It was in the early '70s so it probably wasn't a radial.
