Today's photo op directed by Jill Biden a moment ago was a slap in the face. The Guardsmen looking at each other in WTF? mode

In the general sense the CEO of the Country (POTUS) is the only person that rates a salute without a cover (Hat). The President (unless he/she is out jogging or something along those lines seldom wears a hat. Hence, when POTUS for example is boarding the helicopter immediately outside of the White House for instance, the Marines flanking the helicopter will salute him and in kind POTUS will return a salute to the Marines present. The leader of the most powerful country in the world rates a salute with or without cover (a hat) for the nonmilitary folks!
