Even that date might be optimistic.

My understanding (and I don't have inside info) is CD submitted detailed protocols (similar to what SA did to the LA County Health Dept) for running safely without spectators. FG horses and personnel are locked down & ready to come. Keeneland is locked down and horses are training. The training center (TTC) is locked down and horses are training although I recall reading someone tested positive but I'm not sure if that was someone living there.

IMO, there is little reason CD can't start accepting horses, have them and their caretakers on grounds for 14 days, then start racing. That being said, the Kentucky Department of Public Health invited EVERY business (cumulatively such as Optometrists, Dentists, etc..) to submit plans to the DPH for re-opening and I doubt racing is getting any preference even though it is Kentucky's signature industry.

Churchill's training center is not open. Turfway is still training, but they did have 1 worker (not a stable worker) test positive on the back side
