The legislation is not veto proof.
Did you ever hear of a pocket veto?
If Trump takes no action on bill by January 3rd when congress must adjourn by law, the bill just dies.

There really is no "both". That is why you see them all hanging out together at golf courses, dinners, parties.

MEANWHILE, Pelosi had a number of ways to do this without unanimous consent, but she chose this, because ....... she does not want the stimulus checks either. 
So: to sum up: People who cling to some idea that the elites aren't all working for themselves, with the help of lobby groups, to stuff their pockets.....there's really no point to being partisan, it's an illusion sold to voters. But, it keeps people fighting among themselves, and generates a news cycle, and blah blah blah blah blah. Fill in the blanks.
