Backstory is there have been a lot of scofflaws here. Health Department is shutting a bunch of businesses every day.

3 Cali tracks still open Los Al & Cal Expo & Golden Gate.

Los Al is Orange County, Cal Expo is Sacramento County, and Golden Gate is Alameda County. We will have to wait and see what those county health departments do. (FWIW Sacramento County is somewhat conservative and might want to keep stuff open; Orange County is moderate; and Alameda County is liberal- I wouldn't expect GGF to be open for much longer.)

This was a county decision. Newsom's "order" is something less than a full legal prohibition- local officials decide how far to take it.

Feeding and exercising the horses is essential to the health of the animals. And it is a well-known fact that racing is essential to their mental health.

Nope, horse racing will continue somewhere, someplace as long as the internet holds up.

Might see the resurgence it so desperately needs in these trying times. It's the only game in town!
