AZ - 'the modern stoneage family...'
Well saints preserve us - we're allegedly 'there' (though I guess I should be careful what I ask for).
Nine months after the law was signed, 6 months after it took effect and 3 months after the licensing rules were published by the ADOR, AZ is gonna get some form of wagering using telecommunications. Supposed to be implemented 'within a week' - we'll see.
So here's the deal and I guess we'll see exactly what the rules state - it's 'telephone wagering' so I'm guessing that online wagering will be verboten. There's logic there somewhere correct (/rhetorical)? Thirty-seven states offer online wagering - we're sponsored by Ma Bell (old reference, but I'm old).
So here's my ??? to the forum - who has the least clunky telco wagering platform (or is that an oxymoron)? I see all have voice and IVR but man, it's gonna take forever to place a P6 wager. Maybe I'll just keep my VPN and CA account.
TIA.
'11. “Telephone” means Voice over Internet Protocol (VoIP), cellular voice services, Interactive Voice Response (IVR) computer systems, and native telephone functionality, but does not include Internet, web-based, or hybrid communication mechanisms.'

Back when I first got into racing I used Philly's Phonebet. You can talk with actual live operators who submit your bet.

11 days in and nothing so far. I have talked to a couple of the ADW companies and they basically said to keep checking back every day, as they keep hearing that "tomorrow will be the day."
Of course, from the ADW side, it is probably going to be tough to enforce "Arizona only" rules, which seem to be open for some interpretation. I can see that TVG's app can be argued as native telephone functionality because it does not use a browser to place the bets, but a program "found" on your phone.
I feel that it will be a pain to bet, Turf Paradise will lose money from Turf Paradise Bets (whatever that is going to be) and we end up losing ADW by the end of 2015.

I use to bet with some place in Conn. I remember getting PPs by fax. The phone bill was really high until I learned to be a bit more picky.

A quick update: 15 days from the announcement that ADW wagering would be available in "about a week" and we have no announcements and no places online that could take my business as of yet. The ADW providers are getting hammered with requests from the couple of contacts I have, which is a positive sign. But the state has, once again, turned something into a complete joke.

Update from TVG, still can't sign up but they have this...
Quote:
Currently, TVG account holders can wager online at tvg.com, using your web enabled mobile device at https://mobile.tvg.com or by calling toll-free at 1-888-TVG-WAGER (884-9243).
*Arizona customers may utilize TVG’s web sites to sign up and manage their accounts, access race and account data, and process deposits and withdrawals, etc. However, wagering is restricted to automated telephone (IVR) and phone applications.
|
"Phone Applications" leads me to believe they are reading into the law as I am, that technically their iOS app is considered a legal way of betting.
Still, how stupid is my state for TVG to have to customize its services to fit them, when it works fine for all of the other states. *sigh*

Here are the rest of the Arizona provisions that we are finding in English (and not legislative speak) for the first time.
Quote:
*AZ Residents Only – WIN wagers on Arizona tracks up to $99 and on other tracks up to $299 can be cancelled through TVG.com, mobile phone applications or through TVG’s Customer Relations Department. All other wagers are subject to TVG’s Cancellation Policy and Restrictions listed above.
|
Why the separate differentiation for Win wagers? And why the monetary gaps between betting on AZ tracks and other tracks?
Quote:
*Arizona Residents Only: By law, any wager, which results in proceeds of more than $5,000.00, is subject to state withholding tax of 5%, if the amount of such proceeds is at least 300 times as large as the amount wagered.

Finally... 1/31 is the day
http://www.turfparadise.com/uploads/...etter_1-30.pdf
ODS Technologies is TVG for those wondering.
So beginning tomorrow Turf Paradise Bets (which doesn't exist from what I can tell, so that's interesting), Twin Spires, TVG and XpressBet will be taking Arizona money... Unless you live in Pima County...

Well, it is almost stereotypical Turf Paradise in its inception and still kind of cringe-worthy in a you-have-to-laugh sort of way, but it is a monumental step forward for King Jerry to take a fractional shift of weight in retreat.
Thanks. Let's parlay this into doing it right eventually so if nothing else at all, conclusions can be reached that mean something.

Only available on TVG for me are races that I could bet at the OTB. No harness or Hong Kong, but we can bet Australia until our heart is content

Lasted around 24 hours. TVG has locked Arizona accounts and I didn't get a good reason why. They said I would be able to "try again" tomorrow. Don't know what that means.
