My 2 Top KEY selections are used in conjunction with the others for making many kinds of combinations for EX's, TRI's & SUPERs.
The important thing is always considering the potential return value versus the amount to be bet.

so in race 5 , the 9 on top of 8 would have returned $20 for $1 that would have made sense ,so you would take that exacta??

That would have been a $2.00 EX BX W/#8 as the KEY along with a $2.00 EX BX w/#6.
If you're not familiar with Keying entries when playing there's an awful lot of literature out there on this topic. I really don't have the time to discuss this right now.
