You have got to be kidding, but you are not.

Seeking foreign influence is seeking foreign influence. Paying a foreign citizen to find "dirt" is actively seeking foreign assistance, more so than saying if a foreign person volunteered "dirt" I would listen too.

HRC's campaign actively sought foreign intervention.

So the distinction, according to you, is actively seeking foreign intervention and compensating the foreign citizen for his intervention is permissible, but if a foreign citizen volunteers information it is not permissible.

Ridiculous reasoning on your part, but it is what we have come to expect of you.
