Can soembody fill in my memory gap?

I forgot the details of the ruling in California racing that allows the trainer to enter a horse in a claiming race but not risk him for a tag. Can somebody clear this up for me? Thanks.

Since this rule has taken effect, I've only seen a handful of trainers use this "protection" rule.

I don't follow California racing with any regularity anymore, but it seems this new rule hasn't changed much in the way racing is conducted.

If they allowed layoff horses to drop in class it would have a huge impact. But they don't so it is relatively worthless.
