I'd argue that it makes MORE of a difference for Van Dyke to be suspended for Los Al (than Hernandez or a number of others), since he is not in the top echelon of SoCal riders at this point. When the others skip the Los Al meet, he moves up in the rotation and gets better mounts.

Del Mar - 15th leading jock, 8 wins from 92 mounts, $590K - 31 days
Los Al Sept 21 - 4th leading jock, 8 wins from 39 mounts, $268K - 9 days

Losing 3 out of those 9 days for Van Dyke is a hit.

not a DQ but Ramon Vazquez was fined $1,752 for using going over the six strike limit by one in the Del Mar Debutante

The Cal rule (1766) is "designated races". The stewards for a meet have to declare which races at a meet are the "designated races" prior to the beginning of the meet. There is no mention of any required "level" of stakes for it to be so designated:

"(a) The Board of Stewards appointed for a race meeting shall, immediately prior to the commencement of that meeting, designate the stakes, futurities or futurity trials or other races in which a jockey or a driver who is under suspension for ten days or less for a riding or driving infraction will be permitted to compete, notwithstanding the fact that such jockey or driver is technically under suspension at the time the designated race is to be run."

Alex Gonzalez got an eight racing day suspension from Mountaineer stewards this week for having four HISA whipping violations

I am all for whip reform but you cannot suspend jockeys seemingly every day and force them to serve elongated suspensions otherwise we are going to run out of jockeys pretty soon

I have no problem with whip reform either, we just didn't need a federal agency to do it, especially when they are seemingly doing nothing else currently.

The Parx raid caught Edwin Rivera, a seemingly competent jock, with a battery. Despite the potential of the 10 year ban for being caught with one, might these new rules result in more attempts at battery use going forward by jocks who can no longer use the crop/whip as before to encourage a horse's response?

Bolt's Broad has been disqualified from his victory in a maiden special weight race for 2-year-olds at Del Mar on Sept. 9 after jockey Drayden Van Dyke was cited for excessive use of the whip in the race.

In a ruling issued on Monday by Santa Anita stewards Luis Jauregui, Kim Sawyer and Richard Williams, owner Ruis Racing was ordered to forfeit the $60,000 first-place purse, while Van Dyke must forfeit his share of $4,800.

The $60,000 comprises $48,000 for first and a $12,000 bonus paid by the track for winning a maiden special weight race on dirt.

In the decision, the stewards stated that Van Dyke was in violation of whip rules enacted in July by the Horseracing Safety and Integrity Authority. Under HISA rules, riders can use their whips six times in a race amid animal welfare and perception concerns.

Van Dyke was cited for using his whip 11 times on Bolt’s Broad. Van Dyke was fined $960 and suspended for three days in September for the infraction.

Lazarus took the new rules and punishments regarding the whip as a powerful example of the measurable difference that HISA was having on the sport after just three months.

Defending the impact the rule has on owners in addition to jockeys, Lazarus drew a comparison with anti-doping sanctions.

"Our world – the racing public and our global partners in racing – has come to accept that if a horse tests positive for a prohibitive substance, there will be the disqualification from purse earnings," said Lazarus.

"In that situation I think it's analogous to what role an owner might play. Owners are typically not involved in medication control, they're typically not involved in the veterinary treatment, and similarly they don't necessarily play a role in whatever mistake or intentional cheating took place.

"But there is a consequence and that consequence, in my experience, has an impact on the risk that trainers and veterinarians are going to take when it comes to medication control of horses."

Of course they applaud themselves. What else would they say?

I wonder what regions or states have been underinvested in equine safety, and what constitutes meaningful improvement.

And who are our global partners?

And I think her analogy is weak: jockeys are making decisions completely in the moment; trainers and vets have plenty of time to consider their "risk."

Typical bureaucrat-o-speak. Says nothing, really.
