if anyone knows how to get the C Span youtube video from June 20, 1997, and get to where Senator Joe Biden actually predicted this conflict with Russia to a T if NATO would admit the Baltic states into their union. i guess that was when Biden was coherent. when the turn of the century came, the United States became in favor of letting the Baltic states in. Clinton and Biden were never in favor of letting the Baltic states in.

So what if it got them to pay up?
