College buddy and I are talking about this very thing right now... he reminded me about in Brussels 2018 how Trump;
1) Insulted our allies with his opening statement.
2) Missed all of the meetings.
3) Put together the joint statement.
4) Skipped the closing ceremony.
5) Then disavowed the joint statement via tweet on AF1 as he left.

if anyone knows how to get the C Span youtube video from June 20, 1997, and get to where Senator Joe Biden actually predicted this conflict with Russia to a T if NATO would admit the Baltic states into their union. i guess that was when Biden was coherent. when the turn of the century came, the United States became in favor of letting the Baltic states in. Clinton and Biden were never in favor of letting the Baltic states in.

That wasn't the issue.
The issue was 2% GDP domestic defense spending by other members. Most nations were close with Germany always the poster child of the bad member.
Trump, Obama, and Bush all pressured members to fulfill their obligations. It wasn't unique to Trump... they all did it and failed.
What Trump did that was different was make a complete ass out of himself, call the alliance obsolete, and repeatedly weakened us with our western allies at every turn.
His former NSA and DefSec have said he intended to withdraw if re-elected.
