Didn't Like That Ride..

Was a bit taken back by what I thought I saw with the horse at Delaware Race 8 on 6/20. Why do jockey's stand up on horses? I get the first attempt to slow him down , but at the stretch again? I would like an education so I do not misconstrue my eyes with strategic horse racing tactics. I am flustered by my lack of horse racing prowess in handicapping pace
