Breeder's Cup Masochistic Rule Testing Question

Does anyone know how the Breeder's Cup OOC testing and the 6 month Masochistic No Steriods Rule work with regards to their Win and You're In races?

For instance, do horses running in the Haskell have to prove they have not taken steroids since May (6 months out from BC)? Do they have to submit to special pre-race OOC testing?

It just seems counterproductive to have Win and Your In winners that might be disqualified because of the Masochistic Rule.

Curious fact-- the KY Derby is almost exactly 6 months from the BC.
