i wonder how much money has now been lost on the future bets on FORTE.

With Churchill Downs booking the futures bets, and then they having also control over the scratches, and who runs, is this not a conflict of interest? Every time a horse scratches out, they pocket the money. It is not like the pools are rebalanced and the money redistributed in a live pool.

it doesnt work that way, the track doesnt care which horse wins the future pool. it pockets the takeout, and pays out the winner.
