As I told you, much of the reforms the intel community were right after the Vietnamese war...a totasl abuse of power by US presidents and their lackey "spys" and a bit later occurred after Nixon was forced out of office for abuse of power, obstruction of justice and lying to congress. He tried to impede the Watergate investigation.
