More importantly, will the horsemen answer?
Will the same old class of horse now run for more money, ala Pen, or will they get better horses? And from where? you won't get any turf horses skipping Florida.

Don't be surprised if Aqueduct becomes a big stop on the Derby trail, possibly even bigger than Gulfstream.
For example, at this year's meet, GP n/w1x purses were $51,000. At Aqueduct in 2012, you're looking at $67,000. Not to mention any stakes purses will go through the roof.
Thus, many trainers who usually send Derby bound horses to Florida will be much more inclined to go to NY. Plus, the trainers who usually winter in Florida will likely ship some stock to Aqueduct.

All these East Coast tracks are giving away crazy money. In this economy how long will the band-aid of casino's make theses purses sustainable?

New Yorkers go to Florida in the winter. Floridans do not go to New York in the winter. That all you need to know. You will be able count on one hand the number of horses that will stay in New York instead of shipping to Florida.

Actually, entry level allowance races at Gulfstream last year had a purse of $37,000. There was an additional $11,000 offered for Florida-breds, but not many of those were able to collect on that extra money. So unless GP counters, the purse for a route will be $67K at AQ vs. $37K @ GP...big difference.
If somebody really thinks they have a Derby horse, they're likely to still go to Florida because of better training (weather) conditions. But that huge purse difference will surely keep/attract some additional horses for AQ.

That money is earmarked for purses. They can't use it wherever they want.

I would like to see the Casino player tracking system include horse bets, so that a few comps could be earned.
I am assuming the new Casino will have a player tracking/reward system.

Trainers aiming for the Derby don't want to work their training schedule around winter snowstorms.
