We had this happen my first year at River Downs. Two lap turf race, last race of the season. The chart is below. The rider was I believe fined $1,500 and got a suspension as well.

Next thing you know, we will have people coming into this thread telling us that its ok for a jock to just stop riding if he feels the horse is tired.

Or, feels funny. Or, the inspiration doesn't strike him to ride to the wire.
