Every city is different. Increasingly the cell companies are assuming 911 just because landlines are going away.
Infrastructure improvements by the cell companies help, but 911 is not a driver of those improvements. Profit is. 911 is along for the ride.
This takes it out of the hands of cities and counties in many ways. As the population moves to cell technology, it moves away from government control and protection.
Landlines get less and less attention for the same reason. Btw, don't buy off on "they can track your cell phone via 911" it's very hit and miss and many times wholly inaccurate
