now define the rule.
It's like horse racing when you have horses lugging around, or jockeys herd in the lane and there is an inquiry or objection...

except in the NFL, - the issue is not incompetence of the judgment, but often the interests of the league.
Say for example the Patriots or the Steelers are having a slow start to their season, and they need to begin to secure some sort of playoff-related position, and they are playing one of the sparring-partner-teams (say the Jets or the Browns...),... then the definitions(and timing) of the rules for penalties (lets say stuff like holding or pass interference) are fluid, and can adapt/evolve as necessary to the situation.
