Over or under (fans at a track)

If you were making an Over or Under wager on the first track to allow fans in attendance, what date would you make it to get equal betting action on each side ?

The dates of the Oaks and Derby at CD.

Some fans will be let in. especially if many schools return in late August with normal classes.

July 4, 2020. Lone Star and TX Racing Commission officials have already said they’d like to open at 50% capacity in compliance with Phase 2 of the state reopening.

Flipping around on TVG Roku app this morning, the race track at Clairefontaine in France is packed with mask-wearing fans at the rail of paddock viewing area

On edit: Just watched race at Clairefontaine and fans were close-up against the rail for the whole length of the stretch run. And now they have a race from some harness track in France and looks like the same deal
