Its one of 3 things.
1) People betting after the start.
2) People cancelling money on other runners after the start
3) People betting before the start and the money doesnt show up until the race is underway.
I think the key to this 'late betting' is that the one question people don't seem to ask enough of is this. Was the horse a tremendous overlay at 15-1 and 9-1 was more of the 'correct' price, or, was the horse already a bad underlay at 15-1 and the 15-1 to 9-1 doesnt make any sense at all.
Many times, its legit money and the bettors are just 'correcting' the odds.
But, i'm with you, it doesnt look good and perception is pretty important.

Big A Race 5, the winner was 2-1 at the top of the lane and won for fun and paid 8-5.
(Adding: He was 8-5 on the in house feed early in the race, he was 2-1 on the TVG feed at the top of the lane. Nice job TVG).

Bravo is having a hell of a meet on the turf at GP and Fawkes is a dangerous turf trainer. I think the market had a late correction.

in the 6th @ saratoga harness the 1 horse was 1-5 at the break, i had him to win. in comes $2500 on all the other horses. the total win pool winds up with $19,000 in it. the other races don't have $2000 total.

Juan Carlos Gurerro got thrown out of Parx about 18 months ago for life. there are now horses running in a trainer's name called LISA GURERRO. the horse was formally trained by JUAN CARLOS GURERRO. i don't know if there is some type of relationship or just pure coincidence.
this is racing in the year 2013

he got tossed for life lambo? I saw a horse race recently in his name at Aqu...why is Aqu not honoring the ban from Parx, don't tracks usually honor bans from other tracks?

My question was why dont other tracks follow suit and ban him also? If a jock from Parx gets a riding suspension, he can't ride at other tracks...why not trainers?

You had a 1/5 shot -- in a harness race -- to win?
