Reusing horse names

I have noticed a few cases of horses reusing the name of a horse from 20+ years ago. What are the rules for reusing horse names?

Horses that have won the Kentucky Derby, Preakness, Belmont Stakes, The Jockey Club Gold Cup, the Breeders' Cup Classic or the Breeders' Cup Turf;

Why the JCGC?? What makes that race more significant then the Whitney or the Santa Anita handicap etc..

I think the JCGC was considered the end of season championship race before the BCC came along.
