California does have the whip rule unless it was rescinded recently and I missed it. New York does not. I don't know of anywhere that has it other than Cali.

I think it's safe to assume there's no such rule in Louisiana.
The NYRA rule is three uses of the whip, then the jockey needs to wait until the horse has gone a few strides under a hand ride. California has a similar rule: three uses of the whip, then pause before using it again. The horse doesn't get disqualified; the jockey may face a penalty.
Australia has a different version: the jockey can use the whip up to 5 times until the last 100 meters; then the whip may be used freely. While it's possible to uphold a protest (disqualify a horse) based on violation of this rule, it's very rare; the most likely punishment is a jockey reprimand or suspension..
