Horse racing pools

Hello All. I have a question about horse racing pools. How are these pools seperate and the track still has the same odds for both pools? For example Im looking at Urawa. It looks like the US has a different wagering pool than on track.

How can you have the same odds in two different pools?

The U.S. has separate wagering pools for most foreign tracks. They're not connected to the host track.

Thanks for the response. So the track has different odds live compared to the video you watch with the US wagering pool?

SHort answer is probably yes, but I suppose that sometimes the $ in each pool might be distributed in such a way that some odds are the same for some period of time.
