The fact is WASHINGTON D.C. IS POPULATED BY 'THE DEEP STATE.'

Below are the Washington D.C. 2016 election results.
As you can see the population there overwhelmingly voted for Hillary.
That is the population from which most Federal Employees are drawn from. The hiring pool is largely Democrat.
If anyone doesn't think that is a problem for all Republican Administrations, I'll sell him or her a bridge.
Washington D.C. is one big Deep State Swamp and will take generations to change.

If you've ever been on I-95 in the D.C. area around rush hour (and consider yourself lucky if you never have), I think you would find a signifigant majority of federal employees live in Maryland and Virginia.
