Not only that...the wager is a great betting option in itself. It's hard to find 3, 4 or 5 consecutive playable races. But the rolling daily double allows you to place a decent wager at reasonable risk.
I think they should have "all stakes" rolling doubles across tracks. That would certainly juice my handle.

The rolling pick 3 has been my favorite bet lately. I like the fact that it's a "blind" pool in that the tracks don't publish the probables (ahem).

I use what I call the 2/3rds rule. If a Q is paying 2/3rds the price of an exacta, I'll bet the Q...This rarely occurs. So, it's been a minute since I have done this.

As an objective indicator the Quinella pool in each race when properly analyzed can invariably offer visibly biased betting patterns beyond the scope of the Win/Place pools. This factor alone can then provide an additional edge when considering the live entries.
Having experienced the game in HK for many years, I believe that the ROI on this type of betting there can consistently be very rewarding when the selections used offer decent value!

I took a look at results form Sha Tin from 1/21/24
The first three races , the quinella pays fell into line with the exacta, which they refer to as "forecast".....
Race 1 Win Odds....Win 6.8 Place 6.9 QU paid ( in HK $ ) 297.00 Forecast 496.00 I believe the payoffs are based on a $10 min wager.
Race 4 Win Odds....Win 7.4 Place 33.0 QU paid 1269.50...Forecast Paid 1677.00...That one was anamoly.

I assume you are referring to a straight exacta, not a box.
