At the snails pace, they are operating you may be correct, as Hillary could very well be dead before they decide they have enough to charge anyone.

I think Bill isn't serious there, he is just keeping in practice. Those ladies look a little too old and a little too clean-cut for his taste.

Bill is probably having more fun with the co-eds on campus with his presidential library than he could of had with the white house interns. He would have been under a closer eye in the white house.
