The horse is not eligible per the conditions of the race, having just won its second race probably AFTER being entered for this. Will be a scratch, and M/L handicapper assigned it an arbitrary 30/1 in his lineup.

he had to already be entered in the next race when he won the last race or somebody is going to be fined

Saw it not that long ago at NYRA, I think. Horse was made 50/1 in the program, practically unheard of, and it was because it wasn't scratched officially yet but the M/L maker (Aragona?) knew it would be and he had to put something down for the M/L.
Horses are sometimes "dual-entered," and this can happen legitimately if it opts for the earlier race and doesn't then meet the conditions for the later race.
