I wonder if one of those black white supremacists left that noose? A good chunk of these supposed acts of racism are hoaxes, yet they get a tremendous amount of air play. I cannot believe they stopped construction and offered $100,000 reward over a noose. The media loves playing this stuff up. Think shutting down the constitution site was wise... preserves any fiscal evidence... the FBI is right on it (unlike the Hunter Briben laptop) they'll get to the bottom of it. More then likely it's a tie off of some kind... whatever it is or was used for one of the crew innocently left it laying about. I use lines with loops to control loads while lifting and to guide placement.
