Was that law ever passed? It was not. It never got out of committee. Why should Tlaib not collect rent she was owed? Everyone else was. Under the proposed law, landlord would have been paid. So they would not have suffered any financial hardship.
But that doesn’t matter as the bill never came close to becoming law.
