Perhaps surprisingly, given his position, Sams doesn't think it lies in more testing. Currently, labs cannot detect a drug unless they have analyzed it and added it to their library.
Hair testing is more appropriate for chronic drug administrations and unlikely to catch single uses of drugs in small quantities.
