There is the occasional horse show with the biggest of those in the spring. These use the arena immediately next to the track and use the track for warm up arenas.
Other than events taking place at other locations on the fair grounds, the only thing which actually uses the race track is during the Christmas holidays.
So, that's a long way of saying there should not be anything prior to the BC race dates which would prevent horses from being on the grounds and training over the tracks (dogs up, of course).
As a side note, I'll mention many decades ago, I asked Joe Harper about the possibility of a BC event at DMR. I was told the BC site selection committee would not ever award DMR b/c the turf course had too tight of turns. Other issues such as improvements to the back stretch, etc., could all be over come and were going to be addressed. When I asked for some idea about how the existing turf course would be altered to satisfy the BC authorities, there really wasn't any response.
This conversation was likely in 1987-89.
