Alternative facts. 
He picked a fight he didn't have any leverage or negotiating power in and is losing. His rhetoric, however, has made an orderly retreat nearly impossible.

Only Trump's supporters have any faith in what he says.
That also goes for any spokespersons from within his administration.
That number of supporters is decreasing by the day.
At the same time, Schumer and Pelosi don't win over many neutrals.
Still, any normal person can see that this is a personal crusade for Trump.
If he calls a national emergency it will be held up in court.
Trump himself is the biggest national emergency we've ever had.

UpChuck supported much of what Trump is asking for now - last year.
