Again, he gets his authority solely from the DoJ. He can sit on a mountain of indictments, his authority is limited and the acting A.G. has the discretion to criminally prosecute or not prosecute.

Rosenstein gave Mueller free reign to prosecute and the new A.G. will reign Mueller in.

I had a roommate in college whose IQ was higher than that. He once set an old style analog alarm clock for what he thought was 14 hours to remind him that he had a final exam late the next day.
