Single Data Files at Bris/Twinspires?

Twinspires/Bris will allow you to download the $3.00 past performances and deduct the money from your WAGERING FUNDS if you don't make a bet on that program. (Of course you have to have a backup credit card on file just in case you don't have the funds in your wagering account.)

Here's what I don't understand. Why can't they deduct the price of the single data file ($1.00 each) from your WAGERING FUNDS? They know these are not free with or without a bet. So it should be simple to deduct from WAGERING FUNDS. I have sent them this question 2 days ago and have had no response.

It would seem an easy way to make money and make the player happy.
