The gun homicide rates you quote also include suicides and accidental death.

In fact, 61% (2010) of the deaths by firearm in the US were due to suicide. 4% were due to accident. Only 35% of all firearm fatalities were due to criminal activity.

IF, 2) is read as 3 separate possible alternatives, where ( i ) is a single option, then it appears to meet the definition. If it doesn't- it should! When an Islamist/ South Sider/ anti Planned Parenthood/ aggrieved student- employee-etc. nutter, grabs an Assault Rifle w Handguns and goes on a rampage to a random place to shoot to kill, that is the definition of terrorism! Those individuals are at least, attempting to 'intimidate and/ coerce' other citizens.
