Kentucky rules historical racing machines are illegal

In a unanimous decision announced Thursday that could result in a large cuts to purses in the state, the Kentucky Supreme Court ruled that Historical Horse Racing (HHR) Machines do not qualify as pari-mutuel wagering and are therefore illegal under state law.

The decision directly covered only one form of the machines, the Encore or Exacta system, but it appears that it will be applied to all forms and brands of HHR.

Churchill just finished a 200 million dollar harness track that will race 12 days a year. Keeneland and kentucky downs just announced a new harness track they are building last week. I remember reading about these machines several years ago and thought they were slot machines. They can cloak or mask it how they want it’s still a slot machine. With that said why would someone try to fight this several years after the fact? I don’t see these becoming banned however something similar happened in South Carolina a few decades ago. In the 1990’s slot machine type games and mini casinos popped up and then quickly were outlawed a few years later.

I've never seen those machines and am not sure I understand how they work.

I don't understand why they are appealing. I say that not as someone that handicaps races trying to find an edge. But if you like betting on horse races, why not just bet on the real thing instead of some historical race where you have no insights at all. If you at least know the name of a few of the jockeys and trainers that's more fun than a machine where you know nothing.

There must be something to the rapid action on those machines as opposed to waiting for the next live race that's appealing??? There's something to be learned by this for scheduling simulcast races.

It IS a slot machine.You press the button and your wheels spin. Pac Man or whatever game you are playing spins five wheels. The way it calculates payoff simulates parimutuel. It was a way to pass the legislature. Now they will doctor it up and make the current situation legal. Politicians never give back hundreds of millions in tax revenue.

There's a new HHR/simulcast facility opening next month in Newport, just a few miles from Belterra, that will give me my first chance to see these things in action; been curious ever since Oaklawn and Ky Downs started using them.
