Why aren't the other states obligated by law to assist Illinois out of this financial crisis? Do we call this country the "United States" for NOTHING?

Per this story on ZeroHedge, JP Morgan created a study of city and county budgets to determine bond risks - and Chicago is seeing over 60% of incoming taxes going to interest on debt, pension contributions and retiree health care benefits.

There is nothing in the Constitution saying that other states are responsible for the total fiscal irresponsibility of another.
If the federal government does determine that Illinois should be bailed out, the condition should be that the federal government should take control of the state's finances, revenue and spending. The state has proven that it is not capable of managing its own affairs, so as in the case of an irresponsible person, a guardian should be appointed.
