It was. And the public pressure, which people inside the industry hated, was a good thing too. For a few months, lowering the breakdown rate was treated as The Most Important Thing, and that very likely led to a lot more work on the issue and a lot more thought being put into how to make the track safer.

I've seen this happen in organizations in my work as a lawyer. When a company gets sued or gets threatened with suit for a large amount of money, that can often focus the organization and cause things that had been on the back burner to be brought out to the front burner.
