This is a Pick 4 open to NYRA Bets members and people betting in NY State. And if you bet through NYRA Bets and win, you get a bonus. If you bet at the track or a NY OTB and win, you don't get the bonus.
This is the only Pick 4 offered on races 6-9.
Anything else is just verbal jousting at this point.

You can get in it on track. I doubt it is an exclusive pool as you mentioned earlier and that the press release implies.
Bottom line is that I have a NYRA bets account. If it is a bonus on winnings from the bigger pool I'll play it. If it is an exclusive pool I probably won't.

Gamblers don't normally get a pick 4 in the 'middle races' of a card, Nyra offers pick 4s starting On race 2 and the last 4 races, I'm guessing none of that changes. This 6 thru 9 isn't something thats normally carded. They're not taking away the ability for everyone to bet the late pick 4.

It's a confusing release, especially with the win bonus promotion running at the same time. But as someone in the industry and close to this, I can confirm that it is 100% a separate and exclusive pool for NYRABets account holders and anyone else wagering within the state of New York.

Ok, I'll buy it.
I still can't understand the point of limiting the pool size. Seems to me you'd want as big a pool as possible.

Ummmm....they are trying to get people to sign up for NYRA Bets? That sounds like the main point.

Andy, there is NO competing pick-4 pool whatsoever. This is a promotional NYRA-bets member only pick-4 pool with a 15% bonus payback if you win, like a rebate of most of the vig...

Which is what I've been saying from the start, and something that is clearly spelled out in the press release.
What exactly is the confusing part again?

He's confused because he thought 6 thru 9 seems like 'the final 4 races' but on this card, it's not

I'm just as confused as to why anyone would want to limit access to what could be a much larger pool with everyone eligible to play into it.

Because this isn't a bet that they normally take its an 'experiment' of sorts

Why would anyone NOT play this if they had an opinion on the races?

OK, I guess the 15% bonus alone isn't enough to get them to sign up.
