Those that run racetracks are just trying to extract as much blood from the stone as possible before the whole thing shuts down.
They have no strategy to attract the new player and existing customers are either dying off or quitting the game to find cheaper gambling games such as sports or poker. They have been turned off by CRWs, high takeout, cheating trainers, and suspect rides - among many other things. Which is a shame because if priced and marketed correctly, horse racing is the best gambling game at all.
I mean look at some people posting in the other thread. AH would favor raising takeout as high as possible to try to keep the business afloat for as long as possible.
