Aqueduct workouts

I have noticed that horses do not have timed morning workouts at Aqueduct and have to van over to the Belmont training track. I assume it is to protect the track for racing. My question is are they at least allowed to jog over it in the mornings?

The backstretch at Aqueduct has been closed for over one year. Nobody trains there.
