the riots from a couple summers ago burned down many lower income areas of major cities. You would think the locals would not allow the invaders from other areas wreck their town.

Hey, Einstein, the stores are "severely underperforming financially" because they're in crime-ridden areas. In areas where DAs love to go light on criminals. Who in their right mind wants to hang out in a coffee shop to get their caffeine fixes in crime-ridden areas?
