I think it's because they are forced to give red states all those tax dollars...or something like that....
You know...the whole "woe is me" thing. Pay out more than they take in...blah blah blah...all those backwards red states suck in too many fed $$$....That will be part of the blame, anyway. Always is...

How are the homeless and poverty rates trending in North Dakota these days?
Ehhemmm....this just in......homeless people of all races tend to head for warmer climates
and places where they may actually be treated with some dignity and compassion.
California is doing, and will continue to do, just fine.

Not only is AA cherry picking by citing poverty rate, he is citing a particular aspect of poverty rate.
Median income tells us much more about how a state is doing as a whole. In median income, California ranks ninth. The only red.state which ranks higher is Alaska. The bottom TWENTY ONE states in median income are RED STATES .

Beyond the division of sheltered versus unsheltered, experts disagree on the best methods of measuring rates of homelessness. The Credit Loan survey uses a point-in-time (PIT) count from HUD data that communities collect from physical outreach to determine how many individuals are literally homeless on a designated day. This data is pulled from PIT count numbers from 2007-2016. Other groups like the Michigan Coalition Against Homelessness prefer to rely on the numbers generated through statewide data systems to measure homelessness in their states.
