Works just like our HoR. We vote directly for our local representatives, send them to Washington DC, and the party with the majority names a Speaker of the House. We don't vote directly for the Speaker, an incredibly powerful position, just as they don't vote directly for their Prime Minister. Put it in American terms, their PM is head of the legislature, while the Royalty is head of the executive. Our exec has a bleep-load more power than their virtually figure-headed Queen, which makes the head of their legislature tantamount to our President.
