They moved their dates to los alamitos fall meet, like Oak Tree at Santa Anita became Oak Tree at Pleasanton, Ca.

I was lucky to add Stockton to my track visit list last year.
I knew they were having problems, but did not have any idea that 2015 would be their last year of racing.
IMO the only way racing could possibly return (and I don't believe it will) is to have the dates run again at the same time as the fair.
As far as Fairplex goes, I don't see racing returning there either because they were going to remove the track (if they have not already). They still "own" the dates, so they have some revenue stream by letting someone else use them.
Santa Rosa put in a Turf course a few years back and that has been a significant benefit for them. I think I heard Pleasanton has kicked around the idea of doing this too. Golden Gate at some time in the future will probably be sold, so a few of the fairs are needed to keep racing going in Northern CA.

Orange County/Los Alamitos
Los Angeles/Fairplex
